Remote login to SBS 2003 is very slow, performance after logon is good, why?

I have been experiencing a problem on an SBS 2003 server but have not yet found
a solution. If anyone can help me I (and my client) would greatly appreciate it.
Here are the details:

1 - Extremely slow logon to SBS via: Console, RWW, OWA, TS, Companyweb. In the
order of several minutes.

2 - No discernable delay with domain logon from local workstations (roaming
profiles have been enabled and experience only the normal delays as profiles
are updated during logon/logoff)

3 - SBSBPA showed some problem with server config which have been addressed but
did not resolve the problem

4 - Turning off "Forms Based Authentication" for OWA significantly improves
logon time for OWA but does not address any other issues. This is now being used
as a work-around while a final solution is found

5 - Further to #4: If browser history has not been cleared no improvement is
noticed (this may be anecdotal)

6 - Further to #4: Prior to turning off "Forms Based Authentication" OWA
initial logon took several minutes; subsequent logons in same browser session
using other credentials also took several minutes; subsequent logon on in same
browser session using previously used credentials took only seconds

7 - WSUS3 is in place and automatically installing all updates (I know, I know,
but I trust MS - heh). Other networks we maintain have similar configuration
but do not experience the slow logon problem

8 - This has been going on since late October or early November, AFAIK no
changes have been applied to server configuration

9 - Settings reported by IPCONFIG /ALL listed below

10 - Once logon is complete the performance of Console, RWW, OWA, TS &
Companyweb is normal

11 - NW access to mapped drives & resources is normal

12 - Logon using RDP also slow but an invalid username and/or password is
instantly reported. Verification of valid administrator credentials takes
several minutes (one or two to get to applying personal settings, two or three
more to see desktop, no roaming profile is in place for the administrator
