The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Hardware spec for Terminal / virtual server

Hi
I have been asked to setup a terminal server for a company that has SBS 2k3. They are running a fairly large database that links into outlook, word and excel as well as printers and scanners. My question is what sort of spec server should I use. It will have 15-30 users (I would never expect it to go past 20 concurrent users)

I was thinking
quad core Xeon 2.83
4GB Ram
Windows 2008 Server 64

Should I go for a dual core but 8GB Ram?

Would a second CPU help alot?
The server would only be a TS it would not have any other function.
