GPU / bandwidth requirements for terminal services / rdp sessions

GPU:
I've been running Terminal Services for a couple of years and I'm just now having a couple of questions about it. Does a terminal server need a GPU? The server I'm running right now (2003) has an onboard video card. The 2008 server I'm migrating to has a 8400gs dedicated card. Does the gpu provide processing power for anything other than connecting at the actual console? Does the processor do any graphical processing for remote sessions?

Bandwidth:
My users have a bit of latency in a TS session even on our local network. Noticeable but not serious, just a very slight delay in everything they do. I was doing a little reading the other day and ran across someone saying how using RDP on a local network was just like being in front of their own computer with no noticeable difference. RDP is good but I don't think it's quite that good unless I've got something set up incorrectly. For optimal refresh rate on a ts session, should settings be tweaked at all? My people connect via 100mb lan due to 100mb network cards. The switch is a 1gb and the server connects at 1gb. Since I don't have any TS experience prior to working here, I don't have any frame of reference as to how well it should perform.
