The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Some application blocking ping and VNC upon startup

I have a situation I need assistance with.  We have sent a Cisco 3002 VPN appliance to our CEO for his winter home, and it is up and running well.  Connectivity to out network is seamless.

Our CEO is using an older machine running Windows 2000 Professional.  I am able to ping telephone consistantly.  I got machine to ping, but only while system is booting up.  Once a certain program, unknown at this point, loads, pinging quits.  While the machine is pinging I am able to connect VNC, but once pinging quits I lose remote control.  

We use VNC to remotely control our out of office employees, to offer support when needed.  It is important that we are able to remotely connect to this machine.  Has anyone else run into anything like this?  We have used a config program to disable all programs on bootup, which did not make any difference.  We tried stopping services one by one, but alot of the services would not stop.
