Help! Apple Remote Desktop 3.0 does not connect to WinXP with UltraVNC or RealVNC

We would like to monitor Macs and PCs on the network, using ARD 3.0.
We installed UltraVNC and RealVNC and ARD will not connect.
We test from Windows to Windows using both VNCs and they work.
We also tested ARD 3.0 between macs and works perfect.
