Failed to create socket error

Hello,

I have an older model pc, p3-1000mhz using win 98 se, that's hooked to a cable modem. I was able to install nortel network's vpn software without a probllem. As soon as I try to dial-in to my company's network, I get a "unable or failed to open socket 10048"???? I reinstalled tcp/ip to my adapter and that did not help?????
