QuickVPN wil not get past verifying network AND ipsec service will NOT START!

I just set up QuickVPN->wrv54g linksys and it works fine on one machine.
But on the 2nd machine I set it up on I the client stops at last window before connecting - the "Verifying Network" window.  Some searching told me this can happen when IPSEC service was not started.  Bingo!
But now my problem is I cannot get IPSEC service to start!!!!!!!!!!!!!!!!

I've read article about deleting the ipsec key in Local Machine-Software-Microsoft-Windows but I've looked on 3 machines now and cannot find that key at all!!!!!!!!!   So I tried running the next step - -regsvr32 polstore.dll-- and that ran sucessfully but the ipsec service will still NOT start.  Always the Error: The attempted operation is not supported for the tpe of object referenced.
