Cisco PIX Hardware VPN DNS AD problem - server 2003

I have a remote branch office which has a site-to-site vpn tunnel to the main office between 2 Cisco PIXes.

The tunnel was created and I am able to ping from one end to the other fine.  I can also remote desktop from one end to the other.

However, I think I may have a DNS issue.

Main office
server1 10.1.1.5 - DC / DNS - server 2003

Remote office
server2 10.2.1.5 - new - server 2003

mydomain.local

What I want to do is make server2 a domain controller so the users in the branch office can authenticate against this.  When I tried to dcpromo, it wasn't able to find the mydomain.local domain controller on the network.  

I set server2's primary DNS to server1's IP and tried nslookup but I was getting this error message -

*** Can't find server name for address 10.1.1.3: Non-existent domain
*** Default servers are not available
Default Server:  UnKnown
Address:  10.1.1.3

However, I'm able to browse web fine using server1's DNS from server2.

Does this mean the tunnel is not passing DNS through?  What are the correct steps when adding a new DC over VPN?  Should I join it to domain first then promote it?  Should I install DNS on server2 first and use that on server2's primary dns or can I use server1's DNS initially?  

Eventually I want to host DNS on the server2 for the branch office users.
