Cant VPN with new user

I have a SBS 2003 server, I am trying to get a user connected via VPN. It doesn't let me through (error 721) I have checked all his Active directory settings and it all looks fine. I then tried another new user user and it also fails. However if i use an existing user or server from a another site - it works fine!
