You don't make them from scratch.  The VPN client software does this for you when you click the "New" button on the toolbar.  Just answer the fields that are presented in the window and a .pcf will be generated in the "Profiles" directory where you installed the VPN client software.

Hi,

I obviously know how to manually create a VPN profile using the Cisco VPN Client wizard.  But how do I export these settings to the .pcf file, so that I can send this file to someone else to import, without having to manually enter the information in?

Helliamd - a .pcf will be generated in the "Profiles" directory where you installed the VPN client software.  Put that config file on your network somewhere.  

Then, on a new client, go to File -> Import and find that .pcf file.
