I need 2 pc's with this AT&T Global software installed. the following ports should be opened for the 2 pc's
ESP 50, 21 TCP ,80 HTTP, 500 UDP, 709 TCP, 1800 TCP, 4500 UDP, 5080 TCP, I tried to open those ports and it does not open it for the 2 workstations. There are 12 pc's and one SBS server on the network

... its a firewall it will only allow 1 port per pc. unless you have statics threw ATT then you can DMZ to both computers and it will forward all ports. an other option is to disable the routing capability of the modem/router and that will allow the SBS server to act as the router and then you would be able to configure it there to do all the routing.
