RRAs Service don't automatically starts on server startup

Hi experts!

Some weeks ago I deployed a new ISA Server 2004 SP3 box, running Windows 2003 Server Enterprise Edition with SP2 and the following aditional applications:

Bandwidth Splitter for Isa Server - v 1.05
GFI WebMonitor for ISA Server
MS Report Viewer Redistributable
Windows Server Update Services (WSUS) 3.0

ISA Server is configured to allow VPN connections (including Remote Sites) and this service is expected to be started on server startup. The RRAs is configured to authenticate with a IAS Server that is located at another box on the same network.

On startup, the folowing messages is logged:

Analyzing the logs, I think that the problem is happening because RRAs service could't communicate with IAS Server while it was starting. Maybe ISA was blocking all conections that time... If i try to start the service manually after ending the startup process, the RRAs starts running correctly with no erros and accepting VPN connections as expected.
