How to configure internet access through remote gateway

I have two clients that are on a government network where they only allow traffic out through ports 50 and 500 so that they can connect to our network. I would like to allow those remote clients to access the internet through our internet connnction but do not know how to configure this connection. The client site is using a TZ 150 to create a IPSec VPN tunnel to our TZ 190. They can connect to our network just fine and access files but they cannot go out to the internet using their browsers. They can however connect to our Terminal Server and access the internet but I would rather them access the internet through their browser and not through the Terminal Server. They are both running MS XP SP2 on their machines.
