VPN connecting using FVS338 does not connect correctly

I have configured an FVS338 in accordance with Netgear's assistance to make it work in mode config in order that I don't have to use IP addresses when connecting to the office over the VPN.  I have used the same set up on many client computers and used the same policy. When you make the connection a virtual adapter becomes active but on 2 XP computers and all Vista computers the Virtual adapter is not there.  I can connect into the network and obtain all the files I need if I use the ip address \\192.168.16.2\files but cannot use \\server\files.  I realise that this looks like it works but there is an application that I have to use over the vpn which cannot use IP addressing.

I thought that it was an admin rights issue on the client but I am just doing a new installation with 2 brand new Fujitsu laptops and I am using the admin account.  The clients are not domain configured.
Please help
