Why if 1 Windows user connect to VPN, VPN also connect other users?

I've 2 user profiles on Windows 2003. Administrator and User1, which also have administrative rights.
Now, when I connect on User1 and connect to Relakks VPN I receive their IP.
However, Administrator also receive IP from this VPN.

How can I setup VPN to work only on User1?Start Free Trial
