If the remote PC/laptop is a member of the domain, at logon there will be a check box allowing "connect using dial-up connection". Selecting this will then give you the option of using the VPN connection. This then completes the VPN connection before logon so that group policy and logon scripts can be applied to the remote user as they would be in the the office, on the same LAN as the server.
If the remote computers are not members of the domain, you may be able to do so tinkering with Microsoft's Srvany and Instsrv. Others claim to have done so but I have never tried. They are designed to allow you to run an application as a service.

Are you wanting remote users via a laptop to have a Wi-Fi or NIC load it's drivers and then connect to the VPN and Authenticate prior to the actual authentication/logon on process in to windows?
