Logmein is an interesting solution, though I think that your IT department may end up having to spend more time maintaining VMs than if you set up a VPN infrastructure in the first place.
It almost sounds to me like you'd like to maintain a Citrix application environment but on the cheap. You probably only want to reserve computing resources when people actually try to establish a session, and in that case you probably want to go the route of Windows Terminal Services.

Using vmware to host win2k PC's for remote access should be no problem, except that you'll have to provide high end hardware, and a lot of RAM. Although win2k should run reasonably with 256MB RAM, if any serious work is done on those VM's I guess you'll have to think of 512MB for every VM.
I don't know GoToMyPC, but I use Logmein and that works well on VM's, and there you also have a free version.
