The only legal way to run the Mac OS is to have a genuine Intel mac, running something like VMware Fusion and within a VM you can run OS X server.

Sorry, the Days of MAC emulator for PC's is over, where a Emulator would take Altivec instructions and translate them into x86 and run your OS9.
In order to run properly OS X needs a lot of native hardware resources, and a compatible platform.
OS X is only licensed to run on Apple Computer hardware. Even though VMWare is a Intel Hardware emulator, installing OSx86 if a copyright violation and therefore will not merit a "acceptable" installation.
Apple refused to sell OS X unlike Microsoft sells windows. The items you see for sale as "OS X" are Upgrade Licenses to the existing "Hadrware-Software" License from Apple, not Licenses that you can install on any hardware of your liking according to their EULA.
It is unfortunate that Apple has decided to do this, but this type of install is something you'll have to figure out on your own.

Ever hear of Psystar? Like suggested before, running MacOS on any hardware is a violation of the EULA for MacOS. I have a friend at work that had built a frankenMac by mimicking the exact hardware a Mac Mini has under the hood. He has numerous problems with the stability of the computer, and is not worth the hassle of running as it's trademark stability is gone.
