Are there HP Insight Management agents available that can be installed on VMWare virtual machines?  Running ESXi 4.

VMware has a specifically built ESXi build with HP Insight Agents pre-installed.  You may download the HP specific ISO and use it for your ESXi install

Hp agents are used to monitor HP hardware so no there is not a HP agent for the virtual machines.

There are other agent and agentless methods for monitoring virtuals (and physical machines as well) depending on what one wants to alert on, such as:
IP Monitor

and
Event log monitor
http://www.eventreporter.com/en/
