What VMware product are you using? Workstation? Server? Player?
VMware have provided some install notes for RH9 here: http://www.vmware.com/supp
RedHat 9 uses a 2.4 kernel so it will probably work if you select RedHat Enterptise Linux 3 as your guest OS in the install wizard. If you choose a general linux version you will probably have problems with the scsi driver.

That is a fairly broad question.
VMware -> File -> New -> New Virtual Machine -> Custom . Select the VMware compatability version (6.5 by default)
In the next screen, assuming you downloaded RH9, choose the Installer disc option, point to the location of the ISO and let it install.
There are some options in the install, but my recollection is you can use defaults. It has been a long time (5 years) since I did the RH9 install, but it was pretty straightforward and I still have the machine around somewhere on a disk drive.
