This sometimes happens because of a misconfigured Identity source.
Its a documented error. You will have to Remove and re-add the identity source from vCenter SSO.
You will be able to login with local account though.
Follow the below KB to solve the issue.

*when I say I tried that. I mean I found the link before posting and put the server in a disbaled SSO, put the server in a workgroup, the re-enabled SSO.
Im not sure what you mean by readd the identity source in vCenter SSO

Did you try local user or admin@system-domain? Are you able to login with those accounts?

I get the following error message
This guide suggested logging in to https://10.10.1.18:9443/vsphere-client
But my server isnt listening on that port

Try logging in into vCenter using vSphere client. Not the web browser.

That's gives the error message in the opening question. :-)
Can you restart vCenter services?
And can you uninstall and reinstall the vSphere client and try once?
I was thinking the issue is happening only with domain accounts. Now you are telling that no user is able to login into the vSphere client.
the URL you are trying to access is web client. Have you installed it? See if the service is up and running.

I'll give it a try

I only have domain accounts on vCenter. I can log into the ESX server directly using a local account, but not domain account
>the URL you are trying to access is web client. Have you installed it? See if the service is up and running.
The link you posted asks you to install the certificate via the web client. I guess I've never used it before.

Not just domain accounts. There will be a default Admin@system-domain account which is a SSO Administrator account. You will have to try with that.
Also, if the web client works then you can just re-add the identity source(AD) which will help solve this issue.
