IIS will install, but with errors and w3svc fails to run

I have a newly installed 2003 box.  I had an issue with WSUS 3 where all the services wouldn't start and complained that it "won't start" in the event log with nothing else useful.  I had this issue once in a test environment and after much frustration I reinstalled SP2 and the services started.  On this box, I tried that but didn't resolve the issue.  I uninstalled WSUS along with IIS.  When I tried to reinstall IIS, it was complaining it couldn't write encrypted metabase so I told it to do it unencrypted.  Install finished, though w3svc won't start.  In IIS admin I can't look at the properties of the server (does nothing when I try).  If I try to expand application pools it says "an internal error occured" and under sites it has a red triangle next to "Site #1" and expanding that says "the system cannot find the path specified".  If I try the properties of Site #1 mmc will crash in mfc42u.dll.  I have been looking around a lot on these errors (below) and not getting too far.  I have tried reinstalling IIS a few times, including after removing SAV 10.2 with no difference.  Any ideas?  Errors below along with sections of iis6.log
