See this link by poster Sembee on Experts Exchange: https://www.experts-exchange.com/questions/22493974/Access-denied-to-information-store-using-backup-exec-11d.html. Same issue you are having with a great explanation.
There is some confusion in the other article with regards to the "System Logon Account".
The System Logon Account is not the same as the "NT AUTHORITY\SYSTEM" account. It just translates to the account you use to start the Backup Exec services. So if you start BE services with mydomain\administrator then "System Logon Account" is nothing more than the mydomain\administrator account.
To come back to your question.
Do you have the option "Enable restore of individual mail items from the Information Store backup checked? If you uncheck it, do your backups work fine?
If they work fine with the option unchecked, and you want to check the option again (so you can restore mailboxes from IS backups), then try the following: Make that the account that corresponds to the "System Logon Account" (i.e. probably the account you start your services with)
* Has a mailbox that is not hidden from the Exchange Global Address List (http://seer.support.veritas.com/docs/273168.htm)
* Has "Exchange full administrator" rights on the organisational level (http://support.veritas.com/docs/269946 )
* Has an active mailbox associated. Send a message to the mailbox and log onto it with Outlook or OWA.
