Restore Exchange 2007 Mailboxes Backup Exec 11d

We have an Exchange 2007 environment.  we are doing full backups to a Tape Library.  We have the restore individual mailboxes checked off.  The backups run successfully with no problems.  The database is 65gbs.  We have multiple storage groups and each storage group has its own database.

We have tried to restore this database at least 10 times with no results.  Backup Exec reports 100% success, but we are not getting data out of it.  We need to recover mail for 2 users.  The users have been recreated and they can receive mail without any problems.

We tried to restore one user at a time, using redirect to another user and restoring to a test user. We were going to export the mail to pst and import into the correct users mailbox.  That did not work.  100% success, but the mail was not in the test users mailbox.  The edb and log files were sitting in a temp directory.  We have tried using Recovery storage groups within exchange.  Same issue, the restore shows 100% but this time it doesnt drop the database into the temp directory.  Each restore takes about 5 hours, so you can imagine its frustrating.
