Restore of Files are slow

I have a backup which is 8 GB. I am restoring all the data from the 8 GB backup. The restore starts with 800 MB/minute. However, when it comes to a particular folder which has 1 million files (most of these files are 1 KB or 2) the restore speed comes down to 5 MB/minute.

Is this normal? If yes, what is the funda behind this?
