restore from full backup says tape not in library

I'm using Backup Exec 11d and whenever i attempt to do a restore for one of my full backups I'm told that the tape needs to be inserted into the tape library but the tape is in the library.  

if i look at the slots on the tape library in Backup Exec it confirms that the tape is in the library.  most times running an inventory will resolve this, but I'm wondering why this is happening.  

it does not appear to happen when restoring a file from a differential backup.  

it's an HP Tape Library, if that helps any...
