If you have Ghost CD, then insert it in CD/DVD and select create boot disk wizard, then a popup windows will appear and you select create ghost floppy bootdisk.

You'll have to buy the full ghost version in order to make the bootable Floppy. You'll get the ghost.exe that way. You can't download it just like that, as ghost is a non-free product.
You could of course get something similar, but not ghost. I recommend bootit-ng, you can clone, image and change partitions with it. The trial versions is fully functional, and it fits onto a single floppy or if you want, also on a CD.

If you have the "classical" Norton Ghost 6, you have to manual create floppy disk, since there is NO utility to do that.
- Insert blank diskette and format Format a: /s
- Create the file called config.sys
- Insert into the file following parameters:
Files=50
Buffers=15
- Copy ghost.exe from Ghost 6 CD to diskette.
