Permission on the profile needs to be set to Everyone before you copy?  Not sure I never use ghost to move profiles.

OK setting the permissions on the file after it was backed up, then moving it.....I just want to clarify that before proceeding. Also like to know if I can move programs over also at the same time so they have exact copy of their system just like a roaming profile would do when they log in some place else. This would making moving users from one machine to another in our business a lot easier.

Thank you

Programs will usually have to be reinstalled on the the new windows installation and moving over the data( database, saved data, etc..) manually.  I'm a little confused how you are using Ghost console..Ive only used ghost to copy identical hard drive images to one another.  Just to make sure when you do a profile export:
System Properties > Advanced > User Profiles > Settings:  Once here you can view all the profiles for each user and Copy / Delete.\ etc..  if you select a profile here and say go Copy to:  The following screen will have a "Permissions" tab   This is where you would want to change it to everyone as it changes the NTuser.dat files permissions to be allowed on other PC / profiles etc....
