I too have run into that many many times, though this issue seems to behave differently. The keyboard's lights are not turning on at all, but the optical mouse is lit up indicating at least it has power. I've let the mini-setup sit for up to 30 minutes with out it recognizing the keyboard and mouse. I've also try out keyboards and mice with any progress.
Its very strange that, of all the images I've made with out an issue, this image seems to be unable to initialize the keyboard and mouse. Let me know if there is any other information which would prove helpful while troubleshooting this issue.

I have run into this multiple times and the answer is simple: patience. If you plug in the keyboard and mouse and literally wait 2-3 minutes max it should eventually start to work. Usually I'll sit there and hit the caps lock key and look and know the keyboard is responsive once the caps lock light comes on.
This usually happens when you use a different keyboard/mouse during image creation then what is deployed. Since the mouse/keyboard drivers are built in to XP and not part of the sysprep process it makes sense. You may be able to find mouse/keyboard drivers and add them to your image/sysprep to avoid this but I haven't tried this, usually I wait it out and after it does this once it's fine.
