When I attempt to install a remote agent on the server soon after I start the installation it fails with "A fatal error occurred during installation on server XXXXX.
ERROR: Installation failed with error 1603.
The server is running MS Server 2003 x64 R2 SP2.
Has anyone experienced this and if so, is there a fix?

I had to install the remote agent locally on the new server from a command prompt.
The command line interface.
To perform a local command line installation of the Symantec Backup Exec (tm) Remote Agent for Windows Servers 32-bit (RAWS) or the Advanced Open File Option (AOFO) on a remote server, is to copy the remote agent installation folder RAWS32 (for 32 bit OS) from the media server to the remote server, and then run one of the pre-configured setup command files (setupaa.cmd or setupaofo.cmd) from the remote server's command prompt.
To perform a local install of the RAWS or AOFO on a remote Windows server, follow the instructions given below:
1. If Backup Exec 9.x/10.x for Windows 2000/2003, or an earlier version of the Open File Option (OFO) or the Remote Agent is installed on the remote server, uninstall the OFO and the remote agent through Add/Remove Programs, and then reboot the server.
2. Copy the entire RAWS32 folder from the Backup Exec media server's installation folder to the root of the C: drive on the remote server.
Note: The default path to the folder is C:\Program Files\Symantec\Backup Exec\Agents\RAWS32 (Figure 14); this can be changed during the installation of Backup Exec for Windows Servers.
3. On the remote server, go to the command prompt, (click Start | Run, type cmd, and then click OK), and type the following commands:
a. C:\>cd RAWS32 (to change to the RAWS32 directory)
b. C:\RAWS32\>setupaa.cmd (to install the RAWS only)
c. C:\RAWS32\>setupaofo
Note: If setupaofo.cmd is run to install the AOFO, the server must be rebooted to initialize the AOFO driver.
4. To check if the RAWS was installed, click Start | Programs | Administrative Tools | Services, and see if the Backup Exec Remote Agent for Windows Servers service is started.
