EMC Networker & LIB-81 "nsrlcpd is not running"

Okay so the background on my problem:

I am running EMC Networker 7.4 SP2.Build.431 on my Windows 2003 Server SP2 with a Sony StorStation LIB-81 connected directly to the server via SCSI cable.  Sony advised the Library was faulty so I replaced it as it was previously marking my 400GB tapes full after writing just a few mb's or data. I replaced it with a Brand New Library of the same exact model.

After replacing the Library I am unable to get Networker to Communicate with the Library properly.  Networker see's and recognizes the Library and Drive but cannot send commands to it such as Move or Inventory Media.  When I try to perform commands I get the following error:

Message:
Jukebox 'LIB-81' is unavailable. nsrlcpd is not running for this jukebox.

But nsrlcpd is running in Task Manager. I have rebooted the server and Library many times, reseated the SCSI cable, restarted the services, etc.

I have confirmed I can run the Sony Tape Tool and all communication, read and write, and move operations complete without error.  I have been incontact with the Sony Tech Rep who confirmed the device was configured properly with the most recent drivers.

The EMC Networker Tech claims my Library and Drive combination (a factory default product) is not a compatable combination... EXCEPT I'VE BEEN USING THE SAME EQUIPMENT WORKING FINE WITH NETWORKER FOR OVER A YEAR!!!  

Sorry I have spent many many hours on the phone with no solutions.  PLEASE any help or suggestions is appreciated.
