System State fails to backup using CA Arcserver 12.5/ MSXML.DLL and MSXML4.DLL can not be found.

The system state backup has been failing- Error "failed to create system state snap shot"
I tried re-registering the .DLL and rcvd an error message for msxml.dll and msxml4.dll. Attached you'll find a snap shot of the event ID 6013- Source VSS that correlates the the problem.

LoadLibrary("msxml.dll") failed- The specified module could not be found.
LoadLibrary("msxm4l.dll") failed- The specified module could not be found.
