How to copy a directory and permissions

Hello linux experts!

I'm not a linux user, I know almost nothing about linux but I have a task to accomplish:

We have a red hat server with a 12 GB IDE hard disk that holds a samba domain (windows clients connect to this serve and access files).

The HD contains a directory called /home with many files shared with windows clients.

The HD is almost full and I need to add a bigger SCSI hard disk to the server and transfer all files in /home to the new HD, mounted again in a /home directory so I don't need to change anything in the windows clients.

I need to keep all the directory and file permissions just as they are now.

How can I do that? I already have a SCSI hard disk and the server supports SCSI disks. How can I add it to linux and then move the contents of the current /home to the new /home preserving all permissions?
