Format 120GB Laptop Hard Drive with FAT32 or FAT16

I have a Western Digital 120GB EIDE notebook hard drive (2.5"). I have put the drive it in a Vantec USB enclosure. I would like to format the drive for FAT16 or FAT32 but this option is not available under the Windows XP format tool. Only NTFS is available.
The drive already has an OS on it but I don't need to keep any existing data on the drive. I just want to reformat to FAT so that my flatscreen tv can recognize pictures and movies on the drive.
