Hard Drives only getting 128 GB capacity, should be more, have high cap support supposedly

Hello,
I'm using a PC with Windows 2000 SP4 and an ASRock P4i65G mobo and a Western Digital IDE  WD1600BB-22RDAO 160GB internal hard drive and a Seagate SATA ST3320620AS 320GB internal hard drive.  The problem is that both of these drives are only getting 128GB of capacity.  

I've tried installing just one and not the other and vice versa... I've tried using Acronis True Image and Partition Magic to setup each drive in addition to Disk Management in Win2k.  None of these results in me getting the proper capacity for either hard drive.  

The BIOS is supposed to be capable of large disk support and it has the latest flash version.  When I go into setup it shows the correct capacities, and I have the BIOS set to "auto" for all the LBA options etc.  Also when I boot to a CD or floppy version of a drive partitioning software they show the correct size/capacity also.  But, when in windows the drives are always only 128GB.

So, everything is up to date, but I'm not getting the high capacity I should get on either hard drive.  Its weird too because usually you are stuck at 137GB when high cap isn't working, but I'm stuck at 128GB.
