I just got a new 500GB 2.5 hard drive and a enclosure to connect this drive as an external extra storage for my computers with windows vista installed (Ultimate and business)
l did connect the hard-drive to one of my pc's; went to my computer/manage/disk management the only action l can perform is initialize l pressed OK. then the error... "the request could not be performed because of an i o device error" did the same in my 2nd PC; l do get exactly the same error.

Do the enclosures work with a different drive.
I have some enclosure that only work with master.
if possible try a different brand of enclosure or a adapter like this http://www.xpcgear.com/usb

Personally I think problem is in USB drivers. Try to remove USB devices via Device Manager then restart PC and let it install them again. Then connect your drive and see how it does behave.
I think this is a SATA drive.
If so take it out of it's enclosure and connect it directly to a SATA connection on another computer. See if the error still occurs.
If it doesn't then the problem is probably either the enclosure or the power supply to the enclosure (as indicated by chilternpc). If the enclosure requires power off the USB cable then it may be drawing too much power from that connection. In this case you will need a powered USB hub.

what happens when you connect the dirve when it shut down and boot up.
does it work fine?
your enclosure migh not support hot swap.
