Need a software or hard drive tool to low level format a Maxtor Hard drive!

I have a Maxtor Hard drive it is about 20GB in size, Model: 52049U4, i can't format it when trying to intsal xp pro, when i click on format ntfs, it just freezes, this might be something to do with the jumpers on the disk, but i think it needs a low level format!
All i need is some info to make the drive work and a tool to low level format the drive!
