How to Quickly Identifying New Folders in a Network Storage Area on Win2003 server

I have be tasked with monitoring the Network drive which has a clearly defined, indexed structure.  I need to either a) Have an easy way of checking all new folders created on a weekly basis with the date and the login who created them or b) a way of allowing users full read/write access to a folder without the ability to create sub folders.

This will allow me to maintain the integrity of the folder structure and ensure only indexed folders are present on the drive.  We run a Windows 2003 server with users running Windows XP.Start Free Trial
