CD-RW another problem

This one problem has just occurred with a brand new Imation 700mb CD-RW disc, although it has happened with CD-R discs in the and quite frankly I am getting fed up of having to throw them away because they can not be erased or formatted by Nero or any other means.

As I said I have a new disc never been touched or written to, well I don't think it has.  I was making a copy of an "iso" file using Nero and it appeared to stop at 52% complete, however the application was not showing that it was not responding and the CD appeared to be spinning.  After waiting about 40 minutes with my notebook in the same condition I aborted the copy.  I have tried several times to erase or format this disc on both my notebook and my desktop computer. with not much luck.

Everywhere I try this disc the computer says it is blank, but when I try to format it the machine it is on frezzes.  What I need to know is there some sort of application that will force it to format or erase it to render this disc usable ??
