Windows Explorer does not recognize Seagate External Hard drive

I have a Seagate External Hard drive - ST300003U2 - Serial No. 5LS4ERT2 - that when I plug in via USB - Windows Explorer does not recognize it.

I've gone into Computer Management - and see it as Disk 3 - with 149.05 GB unallocated but as I right-click on the area - it does not allow me to change drive letter and paths.

Please tell me what I'm doing wrong. I've gone in for the troubleshooting under Seagate support but all the documents tell me it should recognize it if I have Windows Service Pack 2. Thanks in advance!

did you try booting into safe mode and trying it?

you could also install the software from the internet via seagate website......that is if it didn't come with a disc. This should occur automatically once you plug in but it doesn't always work.

I didn't try to boot it into safe mode.

However I tried to install just about every software from seagate and it didn't recognize it after.
I had to get R-Studio and recover the hard drive - then reformat it.
