HOW TO ENABLE USB AUTOPLAY

How can I enable USB autoplay?  I used to get a window with diferent options every time I connected something to the usb port, now I dont get that window.... Im running XP Home, so I cant open a Group Policies window...  The CD autoplay doesn't work either, I have to select autoplay from the drop down options whith the right click.   I use an HP Laptop.Start Free Trial
