USB Key - Reclaim Unallocated Space

I have a Sandisk Cruzer 4 GB. Used an app a while back to format the disk to make it a windows xp installer.

Now just want to use it as regular data drive, but in Windows it shows only 2 GB as usable/formattable and then shows 1.74 unallocated, which I cannot do anything with.

Yes it will only let me format the first partition of 2 GB

What format is it in? Try FAT32 if it already isn't.
If that doesn't work try to de-allocate the 2GB and then format the whole thing..

Yes FAT32.. How do I de-allocate it?

The only options under Comp Mgmt are to format, eject or properties.

You need to zero the MBR of the drive so it could be detected as free unallocated space of 4GB. Then you will be able to create partition using entire free space.
Use wiping software for this purpose.
