My last place had a DS4300. A little smaller than the DS4700, but same gear.
I recall controller firmware upgrades to be particularly problematic, in that they had to be incrementally done, and also, most required an upgrade of storage manager before they would actually upload/function properly.
What version of Storage Manager are you running? I would try to download the current/correct version of that, and also double-check your drive firmware. There was a firmware release that required all the drives to be upgraded before you could do the controllers.
Last suggestion is to download a new copy of the firmware from IBM's website. Perhaps that one is corrupted. ??
