Computer won't open anything!

This computer I'm working on has a few viruses (Windows Police Pro and AntiVirus Pro 2010)  I ran IOBit Security 360 (in safe mode) and it found and removed quite a bit. Now (started windows normally) it can't open anything. Anything I click on pops up and says "Open With...".  I even tried Start\Run: Msconfig...it still says "Open With..." .   I don't know what to do now. i can't install anything (Open With...).
Any Suggestions?
