Is it a worm or virus - yes. How to deal with it depends upon your setting. If you are on a corporate network that uses a mail server, block all outbound SMTP traffic on your firewall except from the mail server. This will not fix the workstation, but will stop the e-mail from reaching the targets.
After that, you do need to fix the workstation. I'd start with an antivirus scan, but it may not pick up the virus if the workstation is already infected. You can try a scan in safe mode or with a boot CD. If you are on a network, run the scan from the server onto the workstation.
If that does not find it, search the web using the content of the e-mail to find out the specific virus or worm. With that, you should be able to search on that exact virus and find a solution or tool to remove it.
If all else fails, you can reformat, but that it more drastic.
