Open Services Console and Go to the Properties of Mail Submission service on the Log On tab make sure Local System account is selected and also allow service to interact with desktop is unchecked. Follow the same steps for Information store service and then try to start the service, still if doesn't work probably you should go for a reboot.
Make sure the startup type for these services is set to automatic
The mail submission service is already set as Local System as well as all the Exchange services. the interact with desktop was unchecked already also. The Information Store did start after the service pack install. So really nothing changed. I am rebooting again but I had rebooted earlier. Will post if it starts when it comes back up.
We got it fixed with the help of Microsoft. It was a new installation with only SP1 no rollups. It was looking for an Internet connection to verify that it was legitimate. We do not have Internet on that server. We changed a file to read false so it did not look for the Internet and it worked. This was fixed in I believe he said Rollup #8. So I guess if you build a new server if you don't have Internet connectivity you need to put all the rollups on.
Follow this article, it will do the trick..
