Block downloading of attachments within OWA; allow viewing of file

Does anyone know if this is possible?

Can we block users from downloading attachments but allow them to open and view the file?
It's for privacy/security.

You can't block download and allow viewing.
To view the item, it has to be downloaded. The item is then viewed locally.

There is very little third party anything for Exchange.
The only major plug in is the OWA Plus Pack from MessageWare.

However you are going to get the same problem, because of the way that browsers work.

looks like its only possible with Exchqange 2007 according to microsoft

If Microsoft state that it is possible on Exchange 2007, but not Exchange 2003, then that is the response that I provided already. EE considers negative but correct answers to be valid.

I therefore object to this question being deleted because a correct answer has been given.
