This could be a group policy item being applied either manually configured or perhaps by WSUS (Windows Server Update Services. Are these computers members of a domain?
Or, and perhaps more likely, it can be a virus such as Blaster virus. See:

If you have admin privilages then you can remotley shutdown a computer by using the shutdown.
Sounds to me like someone on your network is having fun with the shutdown command as this is the message that is displayed when this happens.
Check the security log and see it identifies the culprit. make sure that ordinary users dont have admin privilages and switch on audinting to identify the culprit.
