Well what's happening is I can load my desktop but once I am there the only program that I can open is my anti-virus (trend micro pc-cillin 2007).  I have to open trend micro from the small tool tray thing at the bottom right corner where the time is.  By the way I have XP pro SP2...  Everytime I click on any .exe program I receive the following error message.  "Windows cannot access the specified device, path, or file.  You may not have the appropriate permissions to access the item."   This seems to me to be a virus that has gone in and taken over administrative rights.  But when I run my pc-cillin it comes up with zero virus.  I have had pc-cillin for 3 years and never had any problems.  I tried using run>msconfig but it give me the same msg.  I also tried to get into safe mode but couldnt because it wasnt allowing my keyboard to work or something.  I could get to the screen where it gives you the options like
Safe Mode
Safe Mode with Networking
some others and
Start windows normally.
At this screen I could not choose any options.  My keyboard would not work.  : (

You probably need to replace your USB keyboard with a PS2 keyboard to access it before Windows boots. Many motherboards won't recognise a USB k/b properly in pre Windows environment.

Then:
Try Last Known Good Configuration:
Reboot your computer while holding down the F8 Key. At the Advanced Options Menu select Last Known Good Configuration.

If that doesn't work:
Reboot your computer while holding down the F8 Key. At the Advanced Options Menu select the option for Safe Mode with Command Prompt and press Enter.

Type "sfc /scannow" without the quotes. There's a space before the /.
Press Enter key.
Have your Windows CD ready to insert if prompted when repair is necessary.

If SFC doesn't fix the problem:

Repair installation of Windows.

This leaves all your programs and data intact while reinstalling Windows.

1.  Boot the computer from your XP CD (if this won't boot, you may need to change the order of boot devices in BIOS setup).
2   Eventually you will see the "Welcome To Setup" screen. Press the Enter key to start Windows Setup.
3.  Be careful NOT to choose R, which is "To repair a Windows XP installation using the Recovery Console".
4.  Accept the License Agreement.
5.  Windows setup will search for existing Windows installations.
6.  Select the XP installation you want to repair (there is usually only one) and now press R to start the repair.

Are you able to do anything such as going to the user accounts within control panel and getting a list of the users and their rights levels?  Have you recently installed any new softwares or changed any configurations on the computer?  This may be an anti-virus or anti-spyware program that's gone crazy.  Also try right-clicking on the executable you are trying to use and makre sure that it's not being blocked by windows XP.  If it is there will be a button within the bottom left hand corner of the advance section that you can press to unblock the program.

A recent update seeems to caused this problem, try uninstalling your trend antivirus and see if the problem goes away. If so, then reinstall. This questioner had same problem: http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Windows/XP/Q_22772429.html?cid=365

I found a solution to this problem, and an explination, after about 30 hours of research and another 5 or so hours testing things a a variety of client sites. So here it is:

This problem is created when a rescent Windows update made a "suspicious change" by replacing a specific file on the subject PC. A variety of applications that are designed to protect our systems saw this change and either blocked access to the offending program, or asked for permission to block the file. These programs include AVG, Trend Micro PC-cillin Internet Security 2007, and ZoneAlarm. I have not tested the solution for anything other than Trend Micro PC-cillin Internet Security 2007, but the basic concept will be exactly the same.

The solution if you have Trend Micro PC-cillin Internet Security 2007:

1) Boot the computer normally, not in safe mode.

2) If the blue pill (for Trend Micro PC-cillin Internet Security 2007) is running in the notification area of the task bar (lower right corner) right click on it and "Open Main Console"

3) If the blue pill is not present in the notification area of the task bar you will need to manually start Trend. Press Ctrl-Alt-Del and open the task manager. From the Task Manager select the File Menu and then "New Task (Run...)" this will open the "Create New Task" dialog. Type "C:\program files\trend micro\internet security 2007\pccmain.exe" (make sure you include the quotes). The Trend console will open.

4) From the Trend console click on "Virus and Spyware Control"

5) Click on "Suspicious Software Alarm System" and go to the EXCEPTION list.

6) In the exception list look for explorer.exe and you will probably find it is Denied. Change this to Allow.

7) Check the exception list to make sure no other common or imporntant files are Denied, if they are change them to Allow also.

Once you have completed these steps things should be completely back to normal.
