It's something else I think, some of the other machines work fine even with the firewall on, even through the VPN. I called Trendmicro's tech support to ask what port the remote management/install uses but they were no help. They gave me all the ports it uses after the client is installed. Which doesn't help for remote install.
I ended up just turning off the firewall to do the install on the machines that were having this issue. Which turned out to only be a handful.

Network browsing usually works on port 445.
So if your pc block that port then it is logical that the TMC can not browse for it.
you should make sure that outgoing TCP connections on ports 80 and 443 are allowed to the OfficeScan server you are connecting to.
You mentioned that the client PC is connected through a VPN.
Make sure that the VPN software/hardware ( if it is a third party software ) has these firewall settings open as i describe above.
